Maximum AI capability per dollar

A decision-oriented comparison of Google Gemini and Gemini Notebook, ChatGPT, Claude, and Microsoft 365 Copilot across their lowest paid personal tiers and practical power-user tiers.

Confirmed entitlement Rollout-dependent Documentation conflict Comparative analysis Forecast Verified July 21, 2026
Decision

The market now has two price floors

Entry plans optimize access. Roughly $20 plans optimize execution. The right purchase depends on whether the user needs a conversational assistant, an integrated productivity suite, or an agentic workbench.

01

Lowest cost: Google. Broadest general assistant: ChatGPT. Strongest personal workbench: Claude. Best native finishing environment: Microsoft.

The highest-value pairing is usually complementary rather than same-category. Combine one reasoning/workflow system with one ecosystem or media system.

Best single plan under $10Google AI Plus for bundle breadth; ChatGPT Go when Projects, GPTs, Tasks, and familiar general assistance matter more.
Best around $20Claude Pro for workflow composition, ChatGPT Plus for broad advanced work, Google AI Pro for ecosystem and storage, Microsoft Premium for Office agents.
Best portable strategyKeep knowledge, instructions, tools, design tokens, and evaluations outside every vendor.
Entry tierThe cheapest paid subscription that materially exceeds free usage.
Practical tierThe tier that unlocks sustained research, coding, design, agents, or high-value application integration.
Governed tierBusiness controls for identity, retention, connectors, audit, distribution, and policy.
Major correction to the previous report Claude Pro remains the strongest personal composition bundle, but Claude Fable 5 is no longer included in Pro’s normal usage pool as of July 20, 2026. It requires pay-as-you-go usage credits. The newest model and the subscription’s included capabilities must be evaluated separately.
Latest changes

July updates materially changed the comparison

The report is rebuilt around changes that affect price-to-capability, surface availability, naming, memory behavior, or workflow portability.

02
Claude Fable 5 entitlement changed

Fable 5 uses usage credits from the first request on Pro and Team Standard. Max includes it within a constrained share of weekly usage.

NotebookLM became Gemini Notebook

The product remains standalone. Secure cloud-computer code execution is available now to Google AI Ultra and eligible Workspace customers, with Pro rollout announced as upcoming.

ChatGPT custom instructions expanded

Plus and higher plans can store up to 5,000 characters. Go is not listed for this increase.

ChatGPT unified search expanded to all plans

Users can search chats, Projects, images, and documents across web, iOS, and Android.

Claude memory changed representation

Individual categorized entries replace the daily memory summary for the new consumer memory experience.

ChatGPT Work and Plugins launched

Work handles long-running deliverables and scheduled tasks. The Plugin Directory replaces the App Directory as the workflow-discovery layer. Web and mobile Work exclude Free and Go.

Claude Cowork began remote web/mobile rollout

Remote sessions can continue without a device online, beginning with Max and expanding later. Local Dispatch work still requires the desktop to remain awake.

Microsoft simplified Agent Mode naming

“Agent Mode” is being integrated as Edit with Copilot. Deep Research is retired; Researcher is the Premium in-depth research agent. Word, Excel, and PowerPoint Agents remain available to Personal.

Pricing

Entry pricing is fragmented; power-user pricing converges near $20

A Claude

Best personal workflow composition and design-to-code continuity.

Entry/powerClaude Pro, $200/year or $20/month.
WorkbenchClaude Code, Cowork, Design, Science, Research, unlimited Projects, Skills, connectors, and Microsoft 365.
MemoryCategorized entries, import/export, paid past-chat search, project-scoped search, and incognito chats.
ArtifactsEditable outputs, public sharing, and current support for viewer-owned MCP connectors.
QuotasRolling five-hour sessions plus weekly limits shared across chat and Claude Code.
Newest-model surcharge Fable 5 is available to Pro but does not draw from included Pro usage. It requires usage credits. Max includes constrained use in its regular weekly pool.
  • Cowork remote web/mobile sessions began rollout with Max; plan timing matters.
  • Local Dispatch uses desktop files, apps, plugins, and connectors and requires the desktop awake.
  • Cloud Cowork can continue with no device online when available.
  • Computer use expands capability and significantly increases action risk.
  • Claude’s open Skills and MCP architecture provide the strongest portability foundation.

M Microsoft 365 Copilot

Best when the end state is a real Office file, not merely a chat answer.

EntryMicrosoft 365 Personal, $99.99/year or $9.99/month.
Power tierMicrosoft 365 Premium, $199.99/year or $19.99/month.
Personal limits25 agent tasks/month, six Notebook Audio Overviews/day, 60 image credits/month, 10 Vision minutes/day, 30 Voice minutes/day.
AgentsWord, Excel, and PowerPoint Agents are available to Personal. Researcher and Analyst require Premium.
Editing“Agent Mode” is being absorbed into Edit with Copilot inside Word, Excel, and PowerPoint.
Terminology correction Microsoft’s standalone Copilot app is conversational. Microsoft 365 Copilot is the productivity experience across the suite. Deep Research has been retired; Researcher is the in-depth Premium agent.
  • PowerPoint supports Brand kits and template-grounded generation on Windows, Mac, and web.
  • Office agents create native files and support iterative feedback.
  • AI benefits are available only to the subscription owner, even on Family or Premium.
  • Excel Copilot requires the file to be saved to OneDrive with AutoSave.
  • Business Graph grounding, Teams, SharePoint, Studio, and governance require organizational licensing.
Memory and retrieval

Memory is not one capability

A useful comparison must distinguish explicit user profile, inferred personalization, past-chat retrieval, project context, source retrieval, and agent execution state.

06

Profile memory

Stable facts and preferences applied across conversations. Best for personalization; risky as an authoritative record.

Past-chat retrieval

Search or RAG over prior conversations. Claude exposes it as a visible tool call; ChatGPT now exposes unified search.

Workspace context

Projects, Notebooks, files, and instructions. The most dependable layer for repeatable work.

Connected context

Email, documents, calendar, photos, Slack, and other services. High value, but deletion and authorization boundaries become more complex.

Agent state

Schedules, task history, approvals, intermediate files, and outputs. Often not portable to ordinary chat memory.

Canonical knowledge

Versioned files, sources, and decisions outside the assistant. This should remain the system of record.

CriterionGeminiChatGPTClaudeMicrosoft 365 Copilot

Past-chat searchMemory can reference activity; interface differs by surfaceUnified manual search; memory may synthesize past chatsExplicit paid search tool across non-project chats or within one projectChat-history inference; application context varies

Deletion complexityDelete chats and disconnect relevant appsDelete every contributing chat, file, memory item, and app sourceEdit/delete entries; project and incognito scope remain separateControls distributed across Copilot and Microsoft 365 surfaces
Recommendation Use memory for convenience. Use Projects or Notebooks for bounded context. Use versioned source files for evidence. Use an external registry for decisions and reusable workflows.
Agents and scheduling

“Scheduled” does not mean “remote” or “autonomous”

Assess where execution occurs, which tools are available, whether the device must remain awake, what approval gates exist, and how failures are surfaced.

07

Microsoft 365 Personal25 agent tasks shared monthlyPremium Researcher, Analyst, extensive usage, and advanced agentsDepends on the agent and Office serviceNative Office operations; organizational automation is a separate tier
Agent-risk escalation The threat model changes when a mobile instruction can cause a desktop agent to read local files, open links, use connectors, edit documents, or delete content. Require least privilege, reversible actions, explicit confirmation, provenance, and rapid revocation.
Connectors and business boundaries

Personal reach and enterprise governance are different products

A feature can exist on both plans while identity, retention, audit, connector approval, policy, and training defaults differ materially.

08

Claude

Personal strength: remote MCP, desktop extensions, Skills, plugins, Code, Design, and Cowork.

Business unlock: SSO, connector controls, organization-wide Skills, audit, compliance API, retention, and roles.

ChatGPT

Personal strength: Apps, Plugins, Projects, GPTs, deep research, Codex, and Work on eligible plans.

Business unlock: company knowledge, managed workspace agents, custom MCP governance, policy, administration, and deployment.

Google

Personal strength: deep Google ecosystem context and family sharing on Pro.

Business unlock: Workspace is a separate identity and entitlement architecture. Consumer Google AI plans cannot be purchased by Workspace accounts.

Microsoft

Personal strength: real Office files and native application operations.

Business unlock: Microsoft Graph, Teams, SharePoint, Copilot Studio, managed agents, compliance, and organizational controls.

Migration test Do not validate personal-to-business portability by replaying a prompt. Validate identity, data access, retention, connector approval, policy enforcement, audit events, administrative distribution, and deletion.
Images, design, and UI reuse

The winning workflow is multi-stage

Raster generation, editable visual design, implementation code, and finished application-native artifacts are different production jobs.

09

01Capture

Screenshots, breakpoints, component inventory, tokens, interactions, and states.

02Extract

Use Claude Design or ChatGPT to infer structure, tokens, and component rules.

03Generate media

Use Google or ChatGPT for illustrations, references, and visual variants.

04Implement

Build semantic components with Claude Code, Codex, or Gemini coding tools.

05Validate

Automate screenshots, overflow, contrast, keyboard, touch, and localization tests.

Portability rule Do not move a generated screenshot between platforms and call it reuse. Move the design model: tokens, components, variants, states, responsive rules, accessibility behavior, assets, and acceptance tests.
Desktop, web, and mobile

Surface parity is now a first-class purchasing criterion

The latest releases improve continuity, but the most capable surface still differs by platform.

10

Mobile conclusion Mobile is no longer only a companion viewer. ChatGPT and Claude now use it to continue or control agentic work. Gemini remains strongest for device-native context. The security review must therefore include cross-device authorization and remote-control chains.
Cost-optimized stacks

Buy orthogonal capability

These combinations minimize overlap while increasing validation, media breadth, workflow execution, or native artifact quality.

Hidden variable: usage credits Subscription totals no longer capture total spend. Claude Fable 5 usage credits, media credits, agent-task quotas, and vendor-specific overage mechanisms should be logged as variable cost per accepted artifact.
Interoperability

Use a provider-neutral capability pack

Every vendor-specific GPT, Gem, Skill, Notebook, Plugin, or agent should be generated from a canonical package rather than becoming the only copy of the workflow.

Design rules

  • Store canonical instructions in Markdown.
  • Store tools in MCP or OpenAPI.
  • Store design tokens and states in machine-readable files.
  • Give every consequential claim a stable source ID.
  • Separate memory from authoritative knowledge.
  • Keep adapters thin and provider-specific.
  • Run identical evaluations on every platform and surface.
  • Export accepted outputs to neutral formats immediately.
Best current portability foundation Claude’s Agent Skills and MCP architecture provide the clearest vendor-neutral implementation model. ChatGPT Plugins can package skills, apps, and templates, but remain an OpenAI-specific discovery and runtime layer. Google and Microsoft are strongest when the workflow stays inside their ecosystems.
Red-team

Report weaknesses and required controls

The rebuild treats the product pages as changing evidence, not as stable contracts.

13
1. Official documentation contradicts itself
ChatGPT Go is the clearest case: its help article lists Projects, Tasks, custom GPTs, and Library, while the pricing matrix presents Projects, scheduled tasks, and GPTs as Plus additions. Record the authenticated account entitlement and attach screenshots to procurement evidence.
2. Rollouts are being mistaken for entitlements
Gemini Notebook code execution is not a general Google AI Plus or Pro feature today. It is currently available to Ultra and eligible Workspace customers, with Pro rollout announced. Claude remote Cowork is rolling out starting with Max. Mark these as rollout-dependent until visible in the evaluated account.
3. Newest-model access is not equivalent across plans
Claude Pro exposes Fable 5 but bills it through usage credits. ChatGPT Go and Plus receive different model families and reasoning depth. Microsoft abstracts model selection. Google exposes models through usage tiers and surfaces. Compare accepted task output and total spend, not the number of model names shown.
4. Bundles distort price comparisons
Google includes storage and media products. Microsoft includes Office, security, and OneDrive. Claude and OpenAI concentrate more value in AI execution. Report both subscription cost and the avoided cost of products the buyer would otherwise purchase.
5. Memory quality cannot be inferred from a feature checkbox
Run controlled tests for explicit memory, past-chat search, project isolation, contradictory facts, deletion, incognito or temporary modes, connected-app context, and source explanation.
6. Large context creates false confidence
Test beginning, middle, end, tables, images, appendices, distractors, and contradictory evidence. Score precision, recall, citations, and omissions. A source fitting into context does not mean it was used correctly.
7. Agent tools create indirect prompt-injection paths
Assume web pages, PDFs, email, calendar invitations, source-code comments, Office documents, and MCP output contain hostile instructions. Separate read and write tools. Require confirmation for destructive or externally visible actions. Preserve provenance and provide rapid revocation.
8. Cross-surface parity is unproven
Run the same task on browser, desktop, iOS, Android, voice, Office or Google application, and terminal. Compare model access, memory, file support, tools, approvals, citations, output length, and formatting.
9. Personal and business accounts are not migration-compatible by default
A consumer Gemini feature may not exist in Workspace. A ChatGPT GPT is not a managed workspace agent. A Claude personal connector is not an organization-approved connector. Microsoft 365 Personal is not organizational Microsoft 365 Copilot. Test policy and identity, not only prompts.
10. This report is not a controlled quality benchmark
The rankings evaluate product surface, editability, portability, integration, current entitlement, and price. They do not claim that one model produces the best answer for every prompt. A task-specific benchmark is still required.

What is known and what is forecast

AI subscriptions are becoming operating systems for work

Confirmed product direction is separated from informed forecast.

14
Confirmed direction
  • Persistent memory and bounded workspaces are standard.
  • Personal scheduled execution is expanding.
  • Agent workflows increasingly produce editable deliverables.
  • Desktop and mobile are becoming one continuous execution surface.
  • Business plans differentiate through governance rather than basic intelligence.
  • Usage credits and metered premium models are entering subscriptions.
Forecast: 6–18 months
  • Subscription plans will combine base access with more explicit usage metering.
  • Skills and MCP-like interfaces will become the portability boundary.
  • Scheduled prompts and autonomous agents will merge into one task system.
  • Design-to-code products will preserve more component and token semantics.
  • Memory will expose stronger source lineage, scope, and deletion controls.
  • Cross-vendor task routing will become a practical consumer pattern.
Final recommendation Start with Google AI Plus when cost and ecosystem breadth dominate. Start with ChatGPT Go when a general assistant and familiar reusable assistants dominate. Buy Claude Pro when workflow engineering, design-to-code, Skills, and MCP justify the premium. Buy Microsoft 365 Personal when Office would be purchased anyway; upgrade to Premium only when Researcher, Analyst, and extensive AI usage are recurring needs.
